Labor Cost Budgets allow organizations to define and monitor cost-based budgets for non-billable projects in Resource Management. This makes it easier to plan internal labor spend, distribute budgets across specific months, and compare budget expectations against project activity over time.
Important: Labor Cost Budgets are used for non-billable projects. Visibility into budget and cost-related information in Resource Management depends on a user's assigned permissions and access settings.

How Labor Cost Budgets Work
Labor Cost Budgets help teams plan and track internal labor spend for non-billable projects.
Instead of relying on billing-based budget values, this feature supports cost-focused planning directly within Resource Management.
With Labor Cost Budgets, organizations can:
- Define a total lifetime labor cost budget for a project.
- Break that budget into monthly budget amounts.
- Review budget-related values within Resource Management.
- Monitor project cost activity against planned budget amounts over time.
This gives teams clearer visibility into how internal labor spend is tracking and supports more detailed planning for non-billable work.
Setting a Lifetime Labor Cost Budget
A lifetime Labor Cost Budget can be entered from the Project Details page for a non-billable project.
- Go to Company > Projects.
- Open the non-billable project you want to update.
- On the Project Details tab, locate the Lifetime Labor Cost Budget field.
- Enter the total labor cost budget for the project.
- Click Update to save your changes.
The lifetime budget represents the total planned labor cost for the full duration of the project.
Once saved, this value can also be reflected within Resource Management.
Setting Monthly Labor Cost Budgets
Monthly Labor Cost Budgets allow a lifetime budget to be distributed across individual months.
This can be useful when labor spend is expected to vary from one month to another.
- Open the non-billable project in Resource Management.
- Access the project budget view.
- Locate the monthly budget rows for the project.
- Enter the planned labor cost budget for each applicable month.
- Save your changes, if needed.
When using monthly budgets:
- Budget amounts can differ from month to month.
- Some months may be left blank if no labor cost is planned.
- The monthly total contributes to the overall project budget view.
- Budget-related values update within Resource Management.
Viewing Labor Cost Budgets in Resource Management
Once a Labor Cost Budget has been defined, related budget values can be viewed within the Resource Grid for the applicable non-billable project.
Depending on the view and project setup, Resource Management may display values such as:
- Month Budget
- Unallocated
- Allocation and worked-hour values alongside budget-related project values
This allows teams to review planned budget amounts in the same workspace where they manage allocations and monitor project activity.
Labor Cost Budgets can help support month-over-month budget planning and provide clearer visibility into internal project cost expectations.
Permissions and Access
Labor Cost Budgets are part of Resource Management, and visibility into budget and cost-related information depends on the permissions assigned to each user.
Some users may be able to access Resource Management and view allocation-related information without having access to budget or other cost-related values.
Depending on a user's assigned access, they may be able to:
- Open Resource Management
- View allocation and worked-hour information
- View project budget or cost-related values
- Access related project details
If your organization limits financial visibility, some budget-related information may be hidden or unavailable.
